No, quiting before the war is won has caused that. A resolution instead of a Declaration has made no difference other than some politicians avoided being politically stained for voting for the resolution. Now if you mean it may have caused them to not make a resolution or declaration of war, then you may be correct.

Keep in mind, I don't think this has been contested. But the legal thinking for most scholars is that if a country attacks us we don't actually need a declaration of war because we are actually already at war. It has been decided we are allowed to defend ourselves, and we have even attacked bases used on attacks without a declaration or resolution, but beyond that I don't think this has been resolved in court.
