That's a different article, and, as that is merely an expression of AMD's hopes, I'll believe it when I see it.

Also:

It is understood that AMD has completed the pilot production of 45-nm wafer stage, and is expected to begin in mid-second quarter EVT testing (engineering verification testing phase), the third quarter of DVT testing will be conducted in the third quarter of the motherboard industry will be issuing 45 nm processor samples, in the absence of accident will be in the middle of the fourth quarter of 2008, 11 will launch four core Deneb, in December to re-introduce the four core Propus mainstream.

So, November for 45nm Deneb, December for 45nm Propus.

Assuming perfect execution from AMD.

Looks like we'll need to wait until Q3 for samples to be out there to confirm speeds and power.

On power, AMD is only planning to "reduce" to their ORIGINAL claims for 65nm (from their increased 65nm TDPs):

140W --> 125W TDP
125W --> 95W TDP
