Well perhaps Bush lost the opportunity, but I don't think someone else as president would have taken advantage of it either. Politicians face incentives to INCREASE the complexity of the tax code, so most of them do, whether they cut or increase tax rates, or net revenue, they tend to increase complexity.

Bucking this trend is one of the things I liked about Reagan.
