I obviously agree that it's difficult to measure the ROIC of infrastructure projects, defense spending etc.... However I think the evidence that there is massive corruption and waste in those kinds of things is quite apparent.

So the ROIC is almost certainly low relative the private sector where profits are important and politics, political contributions, etc... are not.

I'm NOT saying that automatically means we should move all functions of government to the private sector. What I am saying is that when he have a choice about where to put something, we would are foolish to choose the government. In addition, I think it's foolish to point to limited successes as evidence of overall success in an effort to make the case to put something into the government.
