It isn't "trying' (at least, not in my book!) if you NEVER EVEN introduce suggested legislation, if you veto your *own commission's recommendations*.

And, PS, at that point in history, the GOP had majorities in both Houses of Congress....

(Face it, as far as deficit reduction, balancing the federal budget, comprehensive tax system reform, or reducing the power and intrusiveness of the central government, the best you ever got from either Bush was just lip-service.)

That was his only mistake.
President Bush did capitulate on a few issues to get them done.
