No he didn't. He said what he said.

Clinton said we should slow down our economy. He thinks that's the only way we can transition to a future green economy, which allegedly creates more jobs and is more environmentally sustainable.

There's a lot of truth in what he said, but I don't expect him to stand behind his own word, or else he'd tell his wife to vote against the economic stimulus package.
