Do you think the facts that GWB:

1) Ignored the Presidential Daily Briefing "bin Laden Determined to Strike in US"

2) Never once convened his anti-terrorism security council, in spite of Clinton's urgings

3) Took the entire month of August as a vacation

4) Had various members of his admin pretend that the terrorists' tactics could not have been foreseen, when in fact, they had been projected by a number of gov't entities

might have been factors in 9/11?

If the Clinton years were so good why did the debt go down so little?

The speed at which the debt went down was a function of how large the annual deficit bequeathed by Bush was. It took some time to get that under control. Then surpluses began to be generated, some of which could be applied to debt reduction.

As for the peace dividend, that would take more data to discuss than you've provided.
