That was more than "unsubstantiated." I think it was Waxman but at any rate some Democratic congressman asked CBO to do a study of that charge and quantify it. They reported back in April or May of 2001, and couldn't find evidence of it. They said that there weren't any abnormal charges for redecorating, replacing furniture or fixing things at the WH. Republicans demanded a new study, and said that the fact that CBO couldn't find any such charges didn't "prove" that the Clinton people didn't commit any vandalism.

In hindsight, it seems that they were practicing their lines for when no WMDs were found in Iraq.
