Not to me. Most modern presidents come in with very little national experience (Carter, Reagan, Clinton, Bush Jr), and those who have were not necessarily successful (LBJ, Nixon, Bush Sr.)

It comes across more as a Bob Dole-like plea that it's his turn based on seniority and clout, so the charismatic upstart should defer to the party hierarchy.

I don't think the primary electorate will buy that. But we will know soon enough.
