My recollection of 94 loss by the dems was related to a couple of things. I think you are right that there was some disgust with the dems having been in power for quite a while and had become arrogant with their position and power. And Gingrich had the correct slogan for the correct time. But, and maybe my memory is faulty here, I am remembering the thing that did quite a bit of damage to the dems was the passing of the Clinton budget which was fiscally more responsible than most dem voters were ready to go for. Quite a few dems lost their seats over this. And this was the budget that put the country on the right track.
