That is a truism.

But, I'd like to point out the utterly OBVIOUS:

Economic downturns are NORMAL and to be expected.

A normal part of the business cycle.

(It is silly and unrealistic to expect to never have economic slowdowns or contractions. For example, Bush's two terms are bracketed by apparent recessions... on a perfectly normal time frame. The government's spending should be UNDER CONTROL across ALL PARTS of the business cycle.)

Endless federal deficits SHOULD NOT BE 'normal'.
