A divided government is generally the best protection against excessive government spending. Sometimes it can balloon out of control as it means twice the pork for specific pieces of legislation. The pork problem seems to becoming a more prevalent problem.

You are likely aware that most Presidents also bring with them Senate and Congressional gains in the year they are elected.
