Clinton had "the peace dividend". Bush had 9/11, Afghanistan, Iraq, Katrina... Also Clinton had a relatively tight fisted Republican congress (not that any modern congress was really tight fisted on spending, but the Gingrich congress was by far the closest), while Bush had a spendthrift Republican congress (yes many of the people in congress where the same, but a few important figures had left while others got used to the power and perks of office, and let the natural incentives politicians face overwhelm any ideological predisposition to control spending)
