Clinton had "the peace dividend".

Bush had 9/11, Afghanistan, Iraq, Katrina...

Also Clinton had a relatively tight fisted Republican congress (not that any modern congress was really tight fisted on spending, but the Gingrich congress was by far the closest), while Bush had a spendthrift Republican congress (yes many of the people in congress where the same, but a few important figures had left while others got used to the power and perks of office, and let the natural incentives politicians face overwhelm any ideological predisposition to control spending)

When a repub increases a entitlement only 5% or so you libs go nuts and call it a cut.
