What would be a mountain (or a planet) in ordinary terms, or for smaller countries, or for the US in the past, isn't now.

Which doesn't mean it doesn't cause economic harm, but I disagree with your statement "would overwhelm ALL of the beneficial economic effect of his relatively modest tinkering with the tax codes".
