Peter, I'm not real sure from your post if you were agreeing or disagreeing with me.

War bonds were gov't debt. Just sold to individuals.

The "bridge to nowhere" may or may not have been a good investment, I don't know all the facts. As I understand, it was close to Anchorage, and would have provided a route for the city to expand. But I really don't know that much about it. If it wouldn't have provided a return for the investment, it wouldn't have been money well spent. If it had been a path for reasonable growth, maybe it would have been worth the cost.
