Imo it is because: 1. "Mandate" is political suicide in the general election; and 2. It is unfair to mandate coverage unless coverage can be purchased at a reasonable price ... requiring a family that earns $70k a year to pay $12k a year for coverage is not only unfair but an exercise in futility, that is $20k of the gross income, they are not going to have the money to pay for it from their take home pay.
