What the heck are you talking about, Peter?

You only gave the *one* example: Clinton's reported 'budget surpluses' were wrongly counting the temporary Social Security and Medicare surpluses inn the general budget... and WITHOUT THESE (as the Treasury Secretary made pains to point out, before his analysis was removed from the Treasury's Web site, near the end of Clinton's last term) there ACTUALLY was NO BUDGET SURPLUS at all. At least, not under GAAP rules.

Well, guess what?

Bush's budgets have employed EXACTLY the SAME TRICK --- counting the temporary SS & Medicare surplus inflows to DISGUISE the TRUE SIZE of the continual deficits he was running.

So, there is nothing 'skewed' to point out these relative deficit/surpluses under the two Presidents! Since, the one thing you complain about (which I freely admit is a true concern) is held IN COMMON with both of these President's budgets.
