No, there was no huge reduction of effort. But there was no increase of effort when the Taliban began to regain their strength, either. Where's the "surge" for Afghanistan?

Our allies in Afghanistan are now threatening to pull out if they don't get some reinforcements soon. But we don't have any soldiers to send.
