Very true on the CPI(+lies) concept having started in the '60s, and then expanded under LBJ and subsequent administrations.

John Williams just picks up the story in 1982 when homeowners equivalent rent started, but he's made reference multiple times to it having started in the 60s.

You'd have to ask him about Stigler, etc. but my understanding is that his corrections are simply aimed at maintaining the early '80s CPI methodology for the purposes of exposing more truth and allowing apples to apples comparisons.
