All exemptions? Are you sure? An American that lives in London permanently working for Merrill Lynch, paying English taxes (I don't know, say 35%), also has to pay full US taxes (another 30%)?

US citizens who lives outside the US can deduct taxes they pay to their country of residence from their US tax burden.


What you described sounds like a US tax credit, not an exemption or deduction.
