I think Bush was trying to spin his response both times.

But the "we will not rest", is accurate and it was followed through on. We still haven't stopped the effort. Also the statement was not specifically about bin Laden, but "those responsible" or "those behind these attacks".

The "It's not a priority" response was unfortunate, and one that I disagree with. Getting bin Laden specifically isn't and shouldn't be the number one priority, he is just one man, perhaps the most important individual target, but still just one of many targets. "Not the number one priority" isn't the same as "not a priority", but I believe bush said "not a priority" (or to put it another way I think your quote is accurate). I don't think Bush's statement was accurate (because judging by actions it is still something we are concerned about), but there is no way to reasonable spin his "not a priority" statement in to something positive about Bush (and if there was I probably wouldn't do it anyway, I argue my own opinions I'm not Bush's spokesman)
