This was told to me by an employee (officer) of Texas Commerce Bank. The Houston banks were so swamped trying to keep up that the new deal was done before they knew what the keys were for. For awhile they assumed that any keys they got were from folks who couldn't pay. Later they discovered that the problem was a whole lot bigger than that.
