Yep, tech was initially bought in mid 07 as "subprime proof". However, when the mass exodus of the US market began by foreign investors and US investors alike, funds had to sell tech right along with everything else. Plus, the was some speculative juice in tech. That has been squeezed out, everything with leverage was sold, some of it out of desperation. Funny thing is, the initial impulse was actually right from an earnings standpoint, but horribly underestimated the spillover of credit problems into the broader equity markets.

Foreign outflows from the US market have continued for 3 quarters, the longest period on record. They continue to be sellers, even as the US market is outperforming global markets YTD.

For you and me, it's an opportunity, but the question is pacing and timing. Too much too quickly and you'll be underwater.
