I've thought the anti-missile bases in Europe are there to act as a deterrent. If our allies are hit, in effect, we are hit as well, aren't we?

If it was just a Repub Adm, or just a Dem Adm, then the decision might be more suspect. Especially these days. But its not just one Adm... However, what does and should concern all of us, are things like a potential mole high up in the DoD (isn't that what is playing out right now)....or in the State Department, or CIA....How many people in these areas are people who want to do us harm? It doesn't take many, as we have seen from past experience.

And as far as this: If so, then why are we spending so much energy and treasure on antagonizing the Russians?

Maybe we should ask the question in reverse? Why are the Russians doing what they are doing?
