Not paying their way is a good gig if they are allowed to get away with it.It is the human way.

Not necessarily THE human way. Lots of people have pride. Some have too much pride and suffer because they don't want to "take charity." Systems can tolerate a certain amount of not paying one's way but there's a tipping point in there somewhere. It's a cultural thing and a character thing. When the culture tips, watch out.
