Neither.

Is this supposed to be NOT A REAL WORLD CONSIDERATION (not an opinion about the net result of Bush administration policies as a whole), but rather 'would something have been "good" if taken out of the real world context, and considered in a laboratory, or a computer model, on it's own?

I'm not asking you to ignore the context, I'm asking you to make a statement about the tax changes alone, in that context.

The point is to isolate one issue and then talk about the changes in that issue. You don't ignore the context, but talking about another issue isn't an answer.

If it makes it easier to get your head around the idea, assume the spending levels where set in stone, and no one could possibly do anything about them, they couldn't move in either direction.

You gave me 2 answers, but neither is an answer to the question.

The 1st answer you gave me talks about Bush's policies, that includes the spending, and isn't just considering the tax cuts.

The 2nd answer is in to abstract terms. I'm not talking about in a computer model, I'm talking about in the real world.
