There's nothing wrong with the EU wanting to see results from its penalties. She did not say that high market share was proof of MS's guilt, or even that any non-drop in MS's market share was proof that they were still operating illegally. If MS operated illegally, then they illegally increased their market share.

But if the penalties that the EU imposes don't reduce MS's market share at all, then either they were too weak, or they were ineffective.
