Unfortunately a thoughtful plan will require some meaningful organization on the part of the Iraqis- not sure we can expect that- we've no evidence of such thoughtfulness. I don't know how much our thoughtfulness matters, if the Iraqis refuse to step up and be thoughtful themselves. All our money is just pouring down a gopher hole if they never step up to the place.
