What I find puzzling is why or how it takes seven years for EC to get to a determination ? It seems like a simple letter written in '01 to the 10 largest PC OEM's requiring they disclose the amount of their marketing rebate would have settled the issue long ago. What will raiding offices show that a simple session with a book keeper will not ?
