Presidents help set the agenda.

As part of that, they set expectations. If a president is advocating the living wage, tax cuts, reparations, a marriage amendment,or whatever, people who want them and don't get them feel like they've been denied something to which they are entitled. After all, the president thinks we should have it. A statesman is circumspect about setting an unrealistically high bar.

President's have a lot of power... as is the case with Bush who vows to fight any proposal by Congress to pass a
bill preventing torture.....

Canada now has us listed as a country who has human rights violations... So how can we police the rest of the world with our morality when we ourselves will not condemn torture...
