Yes, I agree.

And I'm afraid that is exactly what he means.

I suppose it could. He has a wacky streak. But I don't think it's likely. If you haven't made any progress in, say ten years or so, you change course. There's no way even a super-hawk would be still fighting insurgents in 100 years. He would have nuked them and gotten it over with long since. So, no, I don't think he means that. It makes more sense to me that he has in mind a tolerable place two generations out.
