If no one shows up with a dog that was not black, I could very logically conclude all dogs are black. That is good logic.

What you've shown above is direct observation and in any sensible persons mind does not need peer review since all of your conclusions have been verified countless times. But since you personally have the reputation of not backing up your statements, a peer review may be required.
