The rationale is the same one used for all kinds of stunts like this...."to save the kids!".

Of course, a Congressional investigation is going to have zero impact on whether teenagers use steroids. The real reason is to get on television and try and make a memorable statement. They just look like fools, but I'm not sure if they know that.

I expect there are all sorts of answers to that one. One of the items lurking in the background, however, is the exemption for monopoly status that goes to baseball. I'm not up on exactly what that means but I do know whenever these hearings occur, that's one of the shoes that's waiting to drop.
