Idiot, the issue should not even be up in the air. Waterboarding is torture as per international law. Only tyrants, dictators and military regimes would disagree with that.

That bill was not a bill designed to consider the question of waterboarding. Fuckwit, if it was not about waterboarding, then why the hell would McCain say this? : "I made it very clear that I think that waterboarding is torture and illegal, but I will not restrict the CIA to only the Army Field Manual," McCain said before the vote.
