So you are saying that we have a reverse progressive tax now?

When you are talking only about Federal Income Tax it is probably sort of bell shaped, with the folks in the middle paying the highest effective rates. (Guys like Ten are heavily subsidizing the very wealthy).

When you talk about ALL taxes (sales taxes, excise taxes, tolls, etc, etc) yes you can say it is a "reverse progressive tax" system.

So a flat tax would be an improvement?

Most economists say no. But I really haven't looked at it a lot. And that doesn't solve the non progressive nature of 'other' taxes.
