You can ask Buffet, who pays like 17% without trying.

Part of the key is cap gains and dividends. Taxed much lower than income. And the "really rich" can hire accountants to turn compensation into cap gains and dividends. Plus other itemized tax breaks that us mortals can't use. I'm not an accountant but it's pretty obvious whats going on as a result of the Bush "stimulus package" from the last threatened recession.
