The government would totally freak if the Chinese or Russians shot it down over their airspace just before NASA launched their missile.

"Symptoms of acute exposure to high levels of hydrazine in humans may include irritation of the eyes, nose, and throat, dizziness, headache, nausea, pulmonary edema, seizures, coma, and it can also damage the liver, kidneys, and central nervous system."

You'd have to inhale the stuff for HOURS to get these the worst of these symptoms. Pretty unlikely, since it will all burn up on re-entry.
