I wonder if they define uncompensated care to mean care that receives no compensation at all. (Meaning if the patient pays 5% of the price charged he is not receiving any "uncompensated care").

Also how do you set the dollar amount? Is it full official list price? Is it the negotiated price the insurers pay? Is it some other price? Is it the cost of providing the care (so lost profit isn't counted only costs)?
