Past set of circumstances are gone. Doubt it.

There are some other forces in play: There may well be and its easy to be cynical, but Brazil is a tweener economy, not decided what it wants to be, so that is the same as the past experiences for brazil in meeting todays challenges.

Can't tax more. Maybe not in the classical sense, but we know from experience taxes are fees for doing whatever XYZ comes to mind.

I am not cynical, even though my comments might lead to that conclusion, I have faith in intellect, and believe there are Brazillians waiting in the wings too show a new way. Whether or not brazillian systemics, will interfere, is a question for time.
