Back at the turn of the 19th century, the poor were divided into the "deserving" and the "undeserving." Widows and orphans fit the first, and drunken bums the second.

Now they are all "victims."

It was a mistake to repair the levy that broke. It gave people the option of staying. Relocation is the only practical solution.
