In socialized medicine the government actually owns the hospitals and clinics, hires the doctors etc. With socialized medical insurance the government just replaces the medical insurance companies, the payment system, everything else remains in private hands. Government is very good at doing repetitive tasks cheaply.

By taking over the payment system you would eliminate most insurance marketing costs, corp profits, and streamline the reimbursement system (which is a huge part of doctors costs). You could probably get close to the cost of covering everyone with the savings.
