Democrat primaries aren't supposed to be non-binding straw polls. Rule 12 (J) of the delegate selection rules reads: “Delegates elected to the national convention pledged to a presidential candidate shall in all good conscience reflect the sentiments of those who elected them.”

Also, Ickes appears to be improvising as he goes along.

Even though Ickes, as a member of the party’s Rules and Bylaws committee, last year voted to punish the Michigan and Florida state leaders by not seating their delegates, he now argued they should be counted at the convention.
