Yes, in their area of innovation and expertise. Intel's area of expertise is X86. (As is AMDs.)

In that area the commitment of, $10B, one might well say "Give the man one white chip." as was reportedly said to Henry Kaiser.

Just after World War II aluminum and shipyard tycoon Henry Kaiser decided to start a car company. When he announced he would invest $50 million in this company, someone reportedly quipped from the back of the room, "Give the man one white chip." Competing in the auto business against General Motors required much deeper pockets, and Kaiser's car was not around for long.
