Why would the President want to sign off on a retroactive change in the law that harms US national interests? Telecoms believed they were cooperating with the security interests of the US. Most Americans agree. A few scummy legislators and their trial bar allies are trying to undermine US security. Retroactive immunity just recognises the spirit of the agreements.

The phone companies behaved in a responsible patriotic manner.
Of course they should be immune from being clipped by the hateful and the greedy.
