There is no such doctrine, and no plan for anything that resembles a real world war.

How would universal health care or increased reliance on renewable energy be tangibly negative?

Health care - A complex issue which I've discussed many times here Subject 55439

The exact problems depend on exactly what you trying to implement.

As for increased reliance on renewable energy. The idea in abstract is fine even good, but massive government intervention to get us there will likely be harmful, esp. if it relies on more centralized command and control processes. For example Obama's requirements for "36 billion gallons of renewable fuels to be included in the fuel supply by 2022 and will increase that to at least 60 billion gallons of advanced biofuels like cellulosic ethanol by 2030."

And these are far from the only problems with Obama's plans. A national living wage law (which will increase unemployment and consumer costs), combined with other attempts for government to control wages ( gregmankiw.blogspot.com ), tax increases, and more.
