"A minimal force, like in Korea, stationed there to make sure the crazies don't take over the government is all that we should be doing." Maybe. It is not the way I perceive it. From my perspective it looks like if we did that the country would soon devolve back to near anarchy. Give them a run of several years of peace and interdependence and then your plan is more likely to work. People who have lived in fear don't learn to behave civilized over night. After a few years of experiencing the prosperity that interdependence provides they are less likely to prefer power over others to prosperity.
