Fact: the goal of disruption is an aggressive goal that cannot be dismissed until it is satisfied or until greater force subdues it. 2) Therefore we can assume one of two things. One the guy was unable to disrupt the event because he was stopped, or two he succeeded beyond his wildest dreams. I pick door number two.
