I agree.

The key point here is that there are many problems that cannot be addressed with more government control.

Z is claiming that a lot of problems with health care today can be solved by moving to universal health care, and he supports his position by highlighting countries that are able to spend less and get more. The implication is that those countries are more efficient as a direct result of their government-run health care system.

I don't agree with that implication, so I use education as an analogy.
