Kerry told the truth on that, and he was right. The version of the bill he voted FOR included some accountability for the 87 billion about how it was spent and how it would be paid for. That's called fiscal conservatism.

Instead, the 87 billion was totally squandered.

Ann Senators vote pro or con the same bill in different variations. All the Republicans do the same thing.
