Universal care would solve that problem by requiring coverage and payment from everyone.

It would. In the same way that a nuclear bomb would solve a neighborhood problem with crabgrass.

Is people deciding they have other priorities besides health insurance actually a problem, or at least is it actually a problem that should be and needs to be solved by government?
